1. Axis And Allies Rules

The leaders of the Allies were Franklin Roosevelt (the United States), Winston Churchill (Great Britain), and Joseph Stalin (the Soviet Union). The main Axis powers were Germany, Italy, and Japan. The Axis leaders were Adolf Hitler (Germany), Benito Mussolini (Italy), and Emperor Hirohito (Japan). Following the defeat of the Axis Powers in North Africa in May 1943, there was disagreement between the Allies as to what the next step should be. The British Prime Minister, Winston Churchill, in particular wanted to invade Italy, which in November 1942 he called 'the soft underbelly of the axis' (and General Mark W. Clark, in contrast, later called 'one tough gut').

I've just recently gotten Axis and allies 1940 Europe and I've played it a few times but every time I play the Allies win.

Not only win, but devastate. We always get to a point where Germany is on the decline and defensive. UK is starting to make a comeback and USSR is starting to fight back as well, while America is untouched and getting its absurd 65 IPCs.Its like a teeter-totter with UK and USSR on one side and Germany and Italy on the other then USA is a giant sledgehammer to the Allied side. I don't see how the Axis can possibly win in the long term (4-10 turns into the game)I guess my question is: Is the game supposed to be unfair or is there some Germany/ Italy strategy that I'm overlooking?. I've only played it twice, but I felt it was one of the most balanced A&A games I've played. Like most A&A games, the axis have the advantage in the beginning, but have to be quick and efficient to win.

If it turns into a war of attrition, the allies will win.I believe however that if the axis are to win, Italy must achieve their secondary objectives early, to gain the bonus IPCs. If they get all the bonus IPCs they get an impressive military production and become a force to be reckoned with, able to conquer Africa and help Germany against the soviets. Also note that while A&A Europe 1940 is a very good game on its own, where it really gets to shine is into what is, in my humble and biased opinion, the best board game ever made. Thats always been the way. I have literally every A and A game created and i will have to say 1940 is the most balanced and the most fun, especially if you play Europe and Pacific together, but it is undeniable that the Americans give the allies a huge advantage. My brother and I wrote up a collection of rules that are both historically accurate and add different dynamics that give the axis more options to counter the US advantage, such as: oil fields, Chinese conscripts, and artillery bombardments on naval assaults.
